Add pipeline tag, paper link, and usage instructions

Hi! I'm Niels from the community science team at Hugging Face.
This PR improves the model card by:
- Adding the
image-classificationpipeline tag to the metadata for better discoverability. - Adding a direct link to the research paper STEP: A Unified Spiking Transformer Evaluation Platform for Fair and Reproducible Benchmarking.
- Adding a "Quick Start" usage section with instructions on how to use these checkpoints with the official STEP framework.
