Improve model card: Add license and expand description

This PR enhances the model card by:
- Adding the
license: cc-by-nc-4.0to the metadata, ensuring clear usage terms and improving discoverability. - Expanding the model description using the paper's abstract. This provides crucial context on the model's role as an Output Reward Model (ORM) within the T2I-R1 framework, detailing its bi-level Chain-of-Thought (CoT) reasoning process and its contribution to text-to-image generation.
The existing links to the paper (arXiv) and GitHub repository are preserved.
